A custom ordered banner appears to have been assembled; through effort this can be removed it appears. Lights tested for power and overall frame appears unbuilt. Please note, there may be some confusion as the code and box say 4x3, but all online sources on this item claim that as the 10ft model (see photos)

This item has been handled or tested if needed by our listing staff to the best of their ability/knowledge and has been deemed complete and or working with no visible issues. The contents inside will still be in sealed bags and or cords untouched. Item may also appear in new unused condition but the bags inside have been previously opened and/or contents such as cables have been handled unwrapped.
